TESDA Concludes National Consultation Series in Baguio on Upgrading TTIs into State Polytechnic Institutes

The Technical Education and Skills Development Authority (TESDA) concluded the final leg of its nationwide consultation series on the Rationalization and Upgrading of Technical Training Institutions (TTIs) into State Polytechnic Institutes through the Luzon I Consultation held on May 13–14, 2026, at the CSITE Multipurpose Hall in Baguio City.

The activity forms part of the agency’s continuing initiatives to innovate technical education approaches through organizational reforms, including the transformation of TESDA Training Institutions into polytechnic institutions strengthening technical education in the country.

The consultation gathered TESDA officials, administrators, and institutional representatives from the Cordillera Administrative Region (CAR), Region I, Region II, and Region III, serving as the final leg of TESDA’s nationwide consultation series covering Luzon, Visayas, and Mindanao.

Among the top officials present were TESDA Deputy Director General for TESD Operations Vidal V. Villanueva III, Deputy Director General for Administration and Innovation Galo B. Glino III, and former Congressman Mark Go, principal author of Republic Act No. 11192 or the CSITE Law.

The consultation was led by the TESDA Technical Working Group (TWG) chaired by Deputy Director General Vidal V. Villanueva III and co-chaired by Deputy Director General Galo B. Glino III, together with selected TESDA officials, including Executive Director David B. Bungallon of the Regional Operations Monitoring Office, and regional representatives who participated in the four-leg consultations and workshop discussions conducted across the country.

In his message, DDG Vidal emphasized the importance of maximizing the current opportunity for reform under the leadership of TESDA Secretary Jose Francisco “Kiko” Benitez and reiterated the agency’s message: “Sa TESDA, basta sama-sama, kayang kaya.”

DDG Glino encouraged participants to actively contribute ideas and recommendations throughout the consultation process, stressing the importance of collaboration and stakeholder participation in shaping the proposed reforms.

Former Congressman Go emphasized that technical education reforms should focus not only on the number of graduates produced but also on the lives transformed through accessible and quality education. He likewise underscored the importance of developing technical education systems that are responsive to industry demands and aligned with workforce development priorities.

A key highlight of the consultation series was the presentation of the CSITE Model as a proposed State Polytechnic Institute which was presented by CSITE Executive Director Daisy C. Bungallon. The model was showcased in all four consultation legs as a framework for an amalgamated Technical Training Institution system in the Cordillera Administrative Region.

The consultation featured presentations and workshops on proposed polytechnic governance systems, institutional configurations, diploma pathways, and operational frameworks designed to address challenges faced by TESDA Technology Institutions.

Meanwhile, DDG Vidal and DDG Glino also paid courtesy visits to Baguio City Mayor Benjamin Magalong and Congressman Mauricio Domogan to discuss potential partnerships and collaborative initiatives related to TESDA programs and technical education development in the region.

The hosting of the final Luzon consultation in Baguio City further highlights the growing role of the Cordillera State Institute of Technical Education (CSITE) and the Cordillera region in national discussions on technical and polytechnic education reform.
