TESDA-CSITE, Mountain Province, Strengthens Workforce Development Through Language Training Partnership

SABANGAN, Mountain Province — The Technical Education and Skills Development Authority – Cordillera State Institute of Technical Education (TESDA-CSITE), in partnership with the Provincial Government of Mountain Province, formally signed a Memorandum of Agreement (MOA) for the implementation of language training programs and extension of financial assistance during a ceremony held on May 20, 2026, at the TESDA-CSITE Conference Hall in Tambingan, Sabangan, Mountain Province.

Governor Bonifacio C. Lacwasan Jr. said the initiative forms part of the provincial government’s continuing efforts to strengthen workforce development and provide constituents with globally competitive skills that respond to evolving labor market demands.

Representing TESDA-CSITE during the signing was Acting TESDA-CAR Regional Director Engr. Glenn N. Murphy, while TESDA-CSITE Executive Director Daisy C. Bungallon, reaffirmed the institution’s support for accessible education and skills development initiatives that empower learners and communities throughout the Cordillera region. TESDA Mountain Province Provincial Director Felixberto B. Matute Jr. also signed the MOA covering financial assistance for extension services training initiatives in the locality.

Under the agreement, TESDA-CSITE will oversee the development and implementation of competency-based language training programs, including the deployment of qualified trainers, preparation of instructional materials, and adherence to TESDA standards and policies.

Meanwhile, the Provincial Government of Mountain Province will assist in identifying qualified beneficiaries, supporting program coordination, and extending financial and logistical assistance necessary for the effective implementation of the program.

The Memorandum of Agreement also covers the provision of financial assistance in support of extension services training initiatives within the locality. Through the partnership, qualified beneficiaries from Mountain Province will be given greater access to community-based training opportunities aimed at enhancing skills development, improving employability, and strengthening workforce preparedness at the local level.

The initiative is expected to benefit learners from underserved sectors, including residents from low-income communities and out-of-school youth, by improving their employability and readiness for opportunities both within the country and abroad.

The language training programs will be conducted at the CSITE Mountain Province Extension Campus in Sabangan and will remain effective for two years, subject to renewal upon mutual agreement of both parties.

The partnership underscores the shared commitment of the Provincial Government of Mountain Province and TESDA-CSITE to bring quality technical and language education closer to communities and help build a more skilled, employment-ready, and globally competitive workforce in the province.
