The Technical Education and Skills Development Authority–Cordillera State Institute of Technical Education (TESDA-CSITE) reinforced its commitment to delivering digital, industry-responsive, and globally competitive Technical Vocational Education and Training (TVET) through the signing of separate Memoranda of Agreement (MOAs) with Labtech International Ltd. and HPI Cybertech Institute, Inc. on August 7, 2026, at the CSITE Main Campus, Military Cut-Off, Baguio City.
The strategic partnerships strengthen TESDA-CSITE’s collaboration with local and international industries to enhance the competencies of trainers and learners through digital learning, industry immersion, technology research and application, trainer capability building, apprenticeship, education technologies, and other innovative learning initiatives aligned with the evolving demands of Industry 4.0.
Representing TESDA Deputy Director General for TESD Operations Vidal D. Villanueva III, Regional Operations Management Office Executive Director David B. Bungallon expressed appreciation to both partner institutions for supporting TESDA’s vision of developing a globally competitive workforce. He emphasized that the collaboration expands opportunities for Cordillerans by providing access to advanced technologies, innovative learning resources, and industry expertise.
TESDA-CAR Acting Regional Director Engr. Glenn N. Murphy described the MOA signing as the beginning of a results-driven partnership that will be translated into concrete programs on trainer capability development, digital learning, technology application, and industry immersion.
TESDA-CSITE Executive Director Daisy C. Bungallon highlighted that strengthening partnerships with industry is vital in keeping TVET relevant and responsive to workforce needs. She emphasized that these collaborations bridge education and industry by integrating emerging technologies, global best practices, and digital innovations into skills training, ultimately preparing learners for quality employment and lifelong learning.
Under the agreement, Labtech International Ltd., represented by General Manager Brad Ker, will collaborate with TESDA-CSITE on technology research, trainer capability development, apprenticeship, digital learning technologies, and TVET delivery systems. During the ceremony, Labtech showcased its digital learning platform featuring interactive simulations and industry-based content in automation, mechatronics, electronics, automotive, manufacturing, agriculture, food technology, and safety. The company also granted TESDA-CSITE 12 months of complimentary access to its digital learning platform.
Meanwhile, HPI Cybertech Institute, Inc., represented by President and CEO Eric Jude S. Soliman, will partner with TESDA-CSITE in advancing trainer development, education technologies, eLearning, digital twin technologies, TVET delivery systems, and microcredential programs. As part of the partnership, Cybertech offered the institute complimentary access to one of its microcredential courses through its eLearning platform.
Under both agreements, TESDA-CSITE will identify priority programs, endorse qualified trainers and learners, monitor implementation, and ensure that participants cascade their acquired knowledge and skills through re-entry action plans that will benefit the institution and its stakeholders.
Following the MOA signing, representatives from Labtech and Cybertech toured the TESDA-CSITE Main Campus Annex in Loakan, Baguio City to explore future collaboration and gain a closer view of the institute’s training facilities.
The partnerships reaffirm TESDA-CSITE’s commitment to expanding meaningful collaboration with industry partners and integrating digital technologies into TVET.
