
The TESDA–Cordillera State Institute of Technical Education (CSITE), the Provincial Government of Mountain Province, and Mountain Province Representative Maximo Y. Dalog Jr. held a series of meetings on April 16, 2026, in Bontoc to advance initiatives on foreign language training and the expansion of technical-vocational education and training (TVET) services.
Key initiatives discussed included the establishment of a CSITE Language Center, the conversion of CSITE into a State Polytechnic College, and the creation of a CSITE Mountain Province Campus Annex. These initiatives aim to expand access to skills training and education opportunities in the province and the Cordillera region.
Earlier in the day, CSITE met with the Provincial Government of Mountain Province to discuss the implementation of foreign language training programs for aspiring overseas workers bound for Korea and Japan.
The meeting was led by TESDA-CSITE Executive Director Daisy C. Bungallon and CSITE Mountain Province Campus (MPC) Vocational School Administrator Proserphina P. Pacyado. Provincial Administrator John Likigan represented the provincial government and emphasized the need to align local skills training programs with overseas employment requirements.
Adelina Culaling, Executive Assistant to the Governor, cited guidance from Bureau of Migrant Workers Director Cheryl Daytec, noting that language proficiency certification is required for overseas deployment. She added that the proposal for foreign language training, initially submitted through a Sangguniang Panlalawigan resolution in August 2025, has been adopted as a priority initiative. The parties finalized the provisions of a Memorandum of Agreement to implement the program scheduled for May 2026.
Following the meeting, CSITE and provincial officials met with Representative Maximo Y. Dalog Jr., who expressed support for the proposed initiatives. Discussions focused on the establishment of a CSITE State Polytechnic College through his office and the development of a CSITE Mountain Province Campus Annex to expand higher education and technical training in the province.
The proposed campus annex aims to extend TVET services to the eastern municipalities of Mountain Province, where access to training remains limited due to geographic constraints.
The proposed CSITE State Polytechnic College seeks to expand higher education pathways and strengthen workforce development in the Cordillera.
These initiatives reflect continued coordination among TESDA-CSITE, the Provincial Government of Mountain Province, the Office of the Representative, and national agencies to expand access to training and respond to labor market requirements.
